Frank Emond was a Navy Band horn player and conductor from 1938 to 1968 and was on the USS Pennsylvania during the attack on Pearl Harbor in 1941. He began conducting the Pensacola Civic Band in 2011 by invitation of Don Snowden. Frank conducted "The Stars and Stripes Forever" at the Pensacola Civic Band's Memorial Day Concert on 27 May 2019.

His most recent performances were in 2021 at the Omni Shoreham Hotel in Washington, DC, where he conducted the U.S. Air Force Band’s Airmen of Note, as part of the American Center’s “American Valor: A Salute to Our Heroes” program; and on 5 November 2022, featuring the same program.
